The Harrow family is dead in a house with no forced entry, and the only witness is an old retriever who has refused food for four days. The police see a dead end. Dorian Qu, shelter vet, sees a client.
Dorian carries a gift that works like a contract: the Pact. Shared senses, one animal at a time, built on daily care and kept promises, because one broken word and no animal in the city will ever trust him again. Through the old dog he walks the murder scene by scent alone: cheap cigars, a clinical disinfectant, a woman's discontinued perfume, transferred at the range of an embrace. The killer was greeted with a hug, by someone the family trusted. Officer Mara Vance slides the anonymous tip across her captain's desk and makes a clean arrest, and no report ever has to say where the answer came from.
Then a terror-scarred stray cat limps into his yard wearing a numbered brass collar, and her memory reads like a country at war: diesel, wire floors, blood old and new, dread at industrial scale. The trail runs north by northeast to the Kennel, forty years of stolen, numbered, spent animals, run by a man named Gao Jiahong who has never needed to raise his voice, never failed to price a thing, and never once left a fingerprint that mattered.
Gao's opening move is arithmetic. Twelve of the shelter's dogs, every month, forever, and a hostage rat goes free. Dorian refuses the frame itself, and the refusal costs a year: a poisoned canal, a bought board, a rigged gate, a friend in a cell, a raid assembled from real warrants and a sold walk-through, and a city learning what forty-one dogs sound like when they agree to be silent.
So the yard does the one thing no empire has a ledger column for. It asks. A cat spy with twenty-one nights of counting in her paws. A rat nation with a constitution, grain-ledgers, and a long institutional memory. A police dog carrying a twenty-year-old wound and a promise made in a cage. A pigeon who maps the city as routes in the body. A peregrine who owns the sky. A mynah who never forgets a sound, including the eleven clicks of a chain cutter on a winter night. Forty-one dogs stand up together in the dark, every species in the city signs on, and the march north by northeast begins.
The Beast Broker is the story of how that yes wins: not with a battle, though there is a battle, and a siege, and a descent into the old water under the slaughterhouse, but the way ledgers win. Slowly. Exactly. To the last entry. An empire audited out of existence by its own bookkeeping. A state bureau that arrives with registration forms and leaves holding a counter-offer it cannot digest. A rule nailed above an intake desk where anyone can read it.
